Russia looks to quadruple cigarette excise

The Russian Duma may consider quadrupling tobacco excise, a move that would lead to the doubling of the price of a pack of cigarettes, according to a story by Irina Titova for The St Petersburg Times.

Duma deputies believe that a 400 per cent increase in tobacco excise rates would provide the state budget with about 70 billion roubles extra, whereas the previously planned rise of 40 per cent would bring in about another 10 billion roubles.

They believe also that such an increase would lead to some smokers quitting their habit.
