Finance Ministry slates Duma’s tax plans
Jan 29, 2010—The Russian parliament's plans sharply to increase taxes on tobacco would create a boom in the illicit trade in cigarettes and ultimately harm public health, according to a story by the state-owned information agency Novosti quoting the Finance Ministry.
The State Duma is considering a bill to raise tobacco excise duties threefold in 2011 as what is said to be part of a government effort to improve public health in Russia.
The Ministry fears the bill would trigger a rise in sales of illicit cigarettes, as has happened in the Baltic States.
‘High excise duties would prompt people to buy cheap and illicit tobacco products,’ the Ministry said in a report. ‘This would hardly be to the benefit of public health.’
