Illicit trade increasing in Romania

Smuggled cigarettes accounted for 15 per cent of the Romanian market in November, up from 11.8 per cent in September, according to a Romanian Insider story quoting data from Japan Tobacco International.

The high point of cigarette smuggling was 36.2 per cent of total sales, which occurred in January 2010 after an increase in cigarette excise.

This pushed the average for 2010 to about 15.2 per cent.

“A predictable fiscal policy determines growth in legal sales, which triggers higher taxes paid to the state,” said Adrian Popa, manager of British American Tobacco Romania.

“We should highlight that a percentage point drop in cigarette smuggling equals €30 million in taxes to the state budget,” he added.
