Customs officials in Shanghai, China, say they have uncovered a cigarette smuggling ring that was transporting cigarettes from Osaka, Japan, to Shanghai, according to a Xinhua report relayed by the TMA.
Twenty people were arrested, including six airport ground staff who allegedly helped smugglers bypass Chinese customs inspections.
Nine of the alleged smugglers were said to have traveled between Osaka and Shanghai three or four times in one week.
Most of the smuggled cigarettes were sent to Liaoning Province.
