    Selangor Drafting Policy to Regulate Vape

    The Malaysian state of Selangor is drafting a policy paper that could lead to a gradual ban on electronic cigarette use, according to state public health and environment committee chairman Jamaliah Jamaluddin. She said the policy will align with the Tobacco Product Control Act for Public Health 2023 (Act 852) and take into account market realities, public health impacts, and enforcement needs. The announcement was made during the Selangor state assembly sitting in Shah Alam in response to a query about prohibiting vapes.

    Jamaliah said the state government has already begun engagement sessions with stakeholders, including the Selangor State Health Department and local authorities, to discuss implementation. Initial steps include removing vape-related advertisements and promotional signage at retail outlets across the state. She emphasized that enforcement will be strengthened through cooperation between state agencies, local authorities, and federal bodies.

    The state also plans to expand awareness campaigns targeting youths, highlighting the risks and harmful health effects of vaping. Advocacy programs will involve secondary schools and universities through carnivals, talks, and interactive sessions. Health clinics will be equipped with support hotlines and nicotine addiction screening services to assist individuals seeking to quit vaping.

    Malaysian Customs officers in Selangor’s Port Klang seized 300,000 e-vaporizers and components hidden in containers falsely declared as furniture, in what investigators believe was a smuggling attempt to supply Singapore’s black market. The shipment, which arrived from China on July 30, contained vapes branded “Salthub,” without mandatory Malaysian health warnings.

    A source close to the case told The Straits Times the devices were packed in green polythene bags, a common tactic used by smuggling syndicates. While vaping is legal in Selangor, legal products must meet strict packaging, labelling, and excise requirements.

    The UN Office on Drugs and Crime had previously warned that Malaysia is becoming a key maritime hub for drug and vape trafficking, with smugglers receiving illicit goods at the port and driving them to such places as Singapore.

    All local authorities in Selangor, Malaysia, have been instructed to immediately seize and confiscate advertisements related to e-cigarette products in the state, The Star reported. State public health and environment committee chairman Jamaliah Jamaluddin said the decision was made during a coordination meeting on May 16 to discuss the proposal of banning the sale of e-cigarettes.

    “This action is in line with the provisions of the Control of Tobacco Product for Public Health Act 2023 (Act 852), which explicitly prohibits any form of advertising, promotion, and sponsorship related to electronic smoking products,” she said in a statement today (May 20).

    Jamaliah said the meeting also examined various issues related to the use and sale of e-cigarettes, including enforcement challenges, licensing, legal aspects, and monitoring.

    “The issue of online sales was also discussed, as it is difficult to control and is often the main channel for teenagers to obtain these products,” she said. “According to the National Health and Morbidity Survey 2022 report, it is estimated that nearly 14.9% of male teenagers aged 13 to 17 in Malaysia use electronic cigarettes. This statistic is very worrying and calls for urgent proactive action at the state level.”

    Following this, she said the state government, through the Public Health Standing Committee, will hold a follow-up meeting soon to discuss policy options that should be considered before the final proposal is presented at the state executive council meeting for a decision.
